BUILT HERITAGE & HEALTH CARE: A NEW FUTURE FOR A CENTURY-OLD CIVIC HOSPITAL AND NURSES' RESIDENCE

The Civic Hospital Neighbourhood Association is hosting, in collaboration with Heritage Ottawa and Carleton University’s Azrieli School of Architecture and Urbanism, an evening to raise awareness and open discussion on the future conservation and redevelopment of the original Civic Hospital and its former Nurses’ Residence, both built in 1924.

With the advent of the new Ottawa Hospital Civic Campus, the future of the historic 1924 Civic Hospital and former Nurses’ Residence — now the Parkdale Clinic — remains unclear.

A first step toward ensuring that these important cultural heritage resources are retained, protected, and integrated into any future development of the site would be their heritage designation under Part IV of the Ontario Heritage Act.

We need to act now, as Bill 23 (More Homes Built Faster Act, 2022) amended the Ontario Heritage Act to require the removal of properties from municipal heritage registers if they are not formally designated under the Act by January 1, 2027. Both the original Civic Hospital building and the former Nurses’ Residence are listed on Ottawa’s register but will be removed if not designated before that date, and they cannot be re-listed on the register for five years.

The first half of the evening will feature short presentations by speakers including James Powell of The Historical Society of Ottawa, David Jeanes of Heritage Ottawa and City of Ottawa Heritage Planners. The history of the buildings, and the process and the relevance of having them designated, thereby ensuring their conservation while they continue to provide much needed health care services, will be discussed.

Carleton University students from the Azrieli School of Architecture and Urbanism, under the guidance of Conservation Architect and Professor Lyette Fortin, will present their proposals for repurposing the original Civic Hospital Building and the former Nurses’ Residence, with the aim of ensuring compatible and sustainable future uses for the buildings. Large scale photos, plans and newspaper clippings of the old buildings will also be available for viewing.
